二、为什么要申请区块链备案?
1、区块链是一个分布式的共享账本和数据库，具有去中心化、不可篡改、全程留痕、可以追溯、集体维护、公开透明等特点。2019年国家互联网信息办公室发布了《区块链信息服务管理规定》，要求对信息服务平台如网站等进行网上备案。管理规定的正式施行标志着我国开始了对区块链信息服务的正式监管。旨在维护区块链技术应用的良性发展。
In 2019, the National Internet Information Office issued Regulations for the Management of Block Chain Information Services, which require online filing of information platforms, such as websites. The formal implementation of the regulations marks the beginning of formal regulation of block chain information services in the country.
2、《区块链信息服务管理规定》第九条规定，区块链信息服务提供者开发上线新产品、新应用、新功能的，应当按照有关规定报国家和省、自治区、直辖市互联网信息办公室进行安全评估。

3、2022年7月6日，由国家新闻出版署科技与标准综合重点实验室区块链版权应用中心主编的《数字藏品应用参考》发布。数字藏品区块链底层平台在技术选型、节点公信、安全管理、运维保障、运营服务、监管备案6个方面应满足相关要求。
