  據國家發展改革委微信公號消息,近日,國家發展改革委發布關於推廣借鑒深圳經濟特區創新舉措和經驗做法的通知,推廣黨的十八大以來深圳經濟特區的創新舉措和經驗做法,總共5方面47條,鼓勵各地結合實際學習借鑒。

  1980年8月,黨和國家批准設立深圳經濟特區。40多年來,深圳經濟特區堅持解放思想、與時俱進,改革不停頓、開放不止步,在體制機制改革中發揮了“試驗田”作用,在對外開放中發揮了重要“窗口”作用,成為全國改革開放的旗幟和標杆。為深入貫徹落實習近平總書記在深圳經濟特區建立40周年慶祝大會上的重要講話精神,更好發揮深圳經濟特區在改革開放新征程中的引領示范作用,我們在總結深圳經濟特區已復制推廣經驗的基礎上,進一步梳理形成了黨的十八大以來深圳經濟特區創新舉措和經驗做法。現就有關事項通知如下:

  一、本次推廣的有關創新舉措和經驗做法共5方面47條,主要包括建立“基礎研究+技術攻關+成果產業化+科技金融+人才支撐”全過程創新生態鏈、建立健全促進實體經濟高質量發展的體制機制、構建以規則機制銜接為重點的制度型開放新格局、創新優質均衡的公共服務供給體制、創新推動城市治理體系和治理能力現代化等,鼓勵各地結合實際學習借鑒。

It is clear that small-scale engineering and piecemeal management responsibilities and enforcement bodies combine “full-scale” and “categorized” controls, with community-based networking and inspection by third-party inspection bodies, local management and industry-led work mechanisms, development of online backup information systems, comprehensive management of small-scale engineering and piecemeal work, and effective containment of small-scale engineering and sporadic industrial accidents.

  制定出台《深圳經濟特區自然災害防治條例》等法規,全面落實應急管理全災種統籌應對、全鏈條有效覆蓋、全過程綜合管理的體制改革思路,圍繞“災前、臨災、災中、災后”關鍵時間點,創建“31631”服務模式,即:提前3天定量預測過程風雨,提前1天預報風雨落區和影響時段,提前6小時定位高風險區,提前3小時分區預警,提前1小時發布精細到街道的定量預報。印發《深圳市綜合減災區創建實施方案》,分3年使全市662個社區全部成為“全國綜合減災示范社區”。
