104歲高齡的中山大學政務學院教授、廣州南方學院學術顧問、新中國公共行政學科主要奠基人夏書章親自為 “粵有數”系列活動題名。廣東省政務服務數據管理局副局長高尚省為活動致辭。北京大學講席教授、城市治理研究院院長俞可平，中國工程院院士、國家農業信息化工程技術研究中心主任趙春江對活動發表寄語。歐洲科學院外籍院士、華南理工大學計算機科學與工程學院院長、琶洲實驗室副主任陳俊龍，人民網輿情數據中心主任鄭光魁，中國體改會互聯網與新經濟專業委員會主任、中共廣東省委網信委專家咨詢委員會副主任祝華新在會上發言。
The Vice-President of the Guangdong Department of Political Affairs and Data Administration of Guangdong Province gave a speech on the event. Mr. Xu Kohei, Chair of the Institute of Urban Governance, a member of the Chinese Academy of Engineering, and Director of the National Research Centre for Information Technology and Technology in Agriculture of Guangzhou, wrote a speech on the event. The Foreign Fellow of the European Academy of Science, the Director of the Chinese University of Science, the Chief of the Chinese Institute of Accounting and Computer Science and Engineering of the University of South China, the Deputy Director of the Chinese Experimental Laboratory, Chen Junlong, the Director of the People’s Network’s Centre for Situations and Statistics, the Director of the China Association of Reforms and the New Economics Board of Directors, and the Deputy Director of the Advisory Committee on Information and Technology of the Chinese Communist Party.
本次活動具有承前啟后的開創性意義。活動現場為18個“粵有數”優秀案例頒獎，這是廣東省第一次由新型智庫發起，聯合了高校、媒體、企業等各大機構舉辦的大型數字政府社會治理案例評比。
The event was launched with a start-up effect. The event was presented as an award for 18 “number-and-number” outstanding cases, the first time in Guangdong Province to be launched by a new think tank that brought together large digital government case reviews from institutions such as universities, the media, businesses, etc.

廣東基本建成數字政府“12345+N”工作業務體系

近年來，以人工智能、物聯網、區塊鏈為代表的新一代信息技術應用受到習近平總書記的高度重視。他指示：“必須貫徹以人民為中心的發展思想”，“運用網絡數據，做到‘心中有數’”。高尚省表示，2017年以來，廣東深入貫徹落實黨中央關於數字中國建設的決策部署，在全國率先啟動數字政府改革建設。經過四年多的實踐探索，基本建成省級統籌、上下協同、運轉高效的數字政府“12345+N”工作業務體系（“1”：牽頭一個要素市場，“2”：構建兩個法規體系，“3”：三大支撐體系，“4”：瞄准四個主攻方向，“5”：突出五大產研帶動，“N”：系列標志性成果）。
In recent years, the new generation of information technology applications, represented by artificial intelligence, network of objects, and sector chains, has been highly valued by the General Editor of the ISP. He has directed that “the idea of people as the center of development must be thoroughly developed” and “the use of Internet data to make `numbers in mind'.” According to the Ministry of Gao, over the past four years, the central decision of the Guangdong ruling party on digital Chinese construction has been deployed in 2017, leading the country to launch a digital government reform. After more than four years of research, the Government has basically built up a department-level team, co-ordinated and transferred an efficient number of “12345+N” work departments (“1”: One Factor Market, 2” Construction of two legal systems, “3” “3” “4”: Aiming for four main directions, “5”: Highlighting five production initiatives, “N”: series of indicative results.
5月13日，全國用戶量最大、服務集成度最高、活躍度最熱的省級移動政務服務平台“粵省事”正式發布APP版本，這是廣東數字政府改革進入2.0建設階段的標志性成果。而“粵有數”系列活動也將成為廣東省“12345+N”工作體系中“N”的一個重要組成部分，合理利用政府所具有的行政資源和治理經驗的同時，有效融合高校的教學科研能力，舉各界之力打造了一個惠及全社會的優質數字化治理學術交流平台。高尚省表示還希望盡快看到《粵有數》書籍正式出版。
On May 13, the APP version of the provincial platform for migration services, the largest user, the most integrated service, and the most active in the country, was officially released as a sign of the change of the Guangdong digit government into the 2.0 phase. The “Students” series will also be an important component of the “N” system of the “12345+N” in Guangdong Province, making good use of the administrative resources and governance experience of the government, effectively integrating the academic and scientific capabilities of higher education institutions, and building a platform for exchange of quality digital governance techniques for the benefit of society.
本次活動由中國經濟體制改革研究會互聯網與新經濟專業委員會、廣州南方學院、廣東數字政府研究院聯合主辦。中國體改會是經國務院領導批准成立的國家一級學會，廣州南方學院是國內應用型大學的典范，廣東數字政府研究院是國內一流的數字政府領域高水平智庫機構。支持單位為人民網人民數據研究院、中山大學政務學院、廣東省計算機學會、數字廣東公司、清遠市北江區塊鏈研究院、韶關市華韶數據谷研究院等機構。
The event was co-sponsored by the China Economic Reform Research Association’s Inter-Network and the New Economics Specialist Council, the Guangzhou Southern Academy, and the Guangdong Institute of Digital Government Studies. The China Council of Reforms is a first-level national college, which was established with the approval of the State Department. The Guangzhou Southern Academy is a model for national applied universities. The Guangdong Institute of Digital Government is a high-level think tank in the country’s top digital government.
廣州南方學院黨委書記李建超介紹，該校率先成立了新技術與政府治理研究中心，目前初步實現了“五個有”：一是有明確方向，聚焦數字化+公共治理，突出復合型、交叉型、前沿型特點﹔二是有合作團隊，發揮大學科優勢，定量定性文理通融﹔三是有數學模型，研發出“越有數”人口模型﹔四是有研究成果，《廣東省互聯網行業黨建工作經驗選編》《鏈能——區塊鏈與產業變革、治理現代化》等智庫成果產生了良好的學術影響﹔五是有強大外援，有省市區政數系統領導和各部門領導的全方位指導，有中央黨校（國家行政學院）、清華大學、國家信息中心等機構專家的鼎力支持。

中山大學政務學院教授、廣州南方學院公共管理學院院長、“粵有數”數字化治理專家委員會聯席主任陳天祥在主會場講解案例評價機制體系，本評估不同階段分別採用了預調查與預評估、德爾菲法、關鍵利益相關人物訪談、多層次分析法、流程審查工具、報告答辯會等方法，從定量和定性的角度對案例進行了評估。由評估組核心專家成員對結果進行全面核查，並利用專家研討、交叉對比等進行了信度和效度檢驗。他強調：“‘粵有數’來源於大家，屬於大家，將永遠服務大家！”
Professors at the School of Political Science of Nakayama University, President of the School of Public Administration of Guangzhou Southern College, and Co-Director of the Commission of Experts on Digital Governance, Tianxiang Chen, speaking at the main conference hall about the system of case evaluation mechanisms, used different segments of the evaluation in terms of pre-investigation and pre-evaluation, Delphi Law, interviews with key stakeholders, multi-level analysis, process review tools, report-and-answer sessions, etc., and evaluated cases quantitatively and qualitatively. The results were thoroughly verified by the core team of evaluation experts, using expert research, cross-comparison, etc., for both credibility and effectiveness. He stressed: “The numbers come from everyone, they belong to everyone, and will always serve everyone!”
活動專家組從黨建引領與新技術新應用、數字政府與治理現代化、數字三農與鄉村振興、數字經濟與產業創新、輿情引導與數字社會建設共五個方向進行了案例的收集和評比，通過現場走訪、線上評審、綜合測評等多個科學嚴謹的環節，在100多個候選案例中精心評選出2個最佳案例、12個優秀案例、4個創新案例並在會上頒發獎項。人民網人民數據、廣州市越秀區政務服務數據管理局、國家稅務總局廣州市稅務局、廣州市公安局、清遠日報社、數廣公司、中智公司等機構獲此殊榮。
The campaign team has conducted case collection and evaluation in five different directions from party-led and new technology applications, digital government and modern governance, digital three-farm and country-based stimuli, digital economy and industry innovation, intelligence-led and digital social development, through a number of scientifically rigorous links, such as live visits, online reviews, co-evaluations, and the careful selection of two best cases, 12 excellent cases, four innovations and awards in over 100 candidate cases.
與會主要專家學者及參會單位領導共同進行了圓桌討論，15位來自優秀案例主創單位、高校、智庫的嘉賓，圍繞黨建引領互聯網行業發展、新技術賦能與基層治理和數據流通、效能與安全等議題進行了深入交流討論，廣州南方學院特聘教授、廣東省網絡文化協會副會長、“粵有數”數字化治理專家委員會執行主任藍雲主持圓桌討論。會議同時發布廣州越秀“越有數”人口模型，宣布“粵有數”數字化治理專家委員會成立。
A round-table discussion was held with the leading academics and leaders of the Senate, with 15 guests from the leading authors of outstanding cases, high schools, and think tanks, surrounded by parties leading the development of the Internet, new technical skills, and governance and data flow, effectiveness and security at the base level. The round-table discussion was moderated by a team of experts from the Southern College of Guangzhou, the Vice-President of the Association of Internet Cultures of Guangdong Province, and the Executive Director of the “Students” Commission for Digital Governance.
