最近几日不断有新闻报道说国内比特币交易平台将被关闭，但权威部门一直没有正式发布消息。昨天傍晚，中国三大比特币交易平台之一的比特币中国在官方微博上发出公告称， 9月30日数字资产交易平台将停止所有交易业务。公开资料显示，比特币中国是中国第一家比特币交易平台，成立于2011年6月9日，现在也成为第一家宣布关闭的平台。受此消息影响，比特币、莱特币和以太坊全线大跌，比特币昨晚一度跌破20000元关口。

比特币中国公告称，根据9月4日下发的《中国人民银行 中央网信办 工业和信息化部 工商总局 银监会 证监会 保监会关于防范代币发行融资风险的公告》文件精神，秉承着防范投资风险，最大限度保障用户利益的原则，比特币中国团队经慎重讨论，做出三项决定：一是比特币中国数字资产交易平台从昨日起停止新用户注册；二是，2017年9月30日数字资产交易平台将停止所有交易业务。三是比特币中国的矿池（国池）等业务将不受此影响，继续正常运营。
According to the Bitcoin China Proclamation, issued on 4 September, in the spirit of the Bulletin of the General Directorate of Industry and Commerce of the Central Network of the People's Bank of China and the Ministry of Industry and Informatics, on the prevention of the risk of financing the issuance of tokens, and in keeping with the principle of investment risk prevention and maximum protection of the interests of users, the Bitcoin Chinese team, after careful discussion, took three decisions: one was that the Bitcoin China Digital Assets Trading Platform ceased registration of new users from yesterday; and the second was that the Digital Assets Trading Platform would cease all trading operations on 30 September 2017.
受此消息影响，比特币、莱特币和以太坊全线大跌。截至北京青年报记者发稿时，比特币价格为21600元，24小时跌幅为12.51%，盘中一度跌破20000元大关，最低探至19597元；以太坊报价1472元，跌幅高达14.56%；莱特币跌幅最大，报价299元，下跌超过23%。

从监管层面看，让虚拟货币的场内交易活动退出中国，主要有市场风险、金融风险和社会风险三个层面的考虑。
At the regulatory level, there are three levels of market risk, financial risk and social risk that allow virtual currency transactions to exit China.
近年来，比特币价格迅速攀升，引诱大批群众入场，参与者从专业小众快速扩散到普通大众，已出现“炒股炒房不如炒币”的论调。有业内人士指出，比特币炒买炒卖活动纯属投机，对实体经济鲜有益处，并集聚了较高的市场风险。与主权货币不同，“虚拟货币”的“信用”基础是数学算法，其价格取决于算法的可靠性及市场信心等因素，技术上还存在很多缺陷和漏洞，大量中小投资者参与其中，风险巨大。国内98%的比特币交易是通过比特币交易平台进行的，比特币交易平台兼具信息中介和交易中介职能（大部分比特币交易平台承担了中央交易对手方职能），为炒买炒卖活动提供信息和交易便利，是造成比特币市场风险的重要原因。

著名财经专栏作家肖磊预计，有一些投资者会于平台月底关停前直接不计成本地甩卖，再也不参与了，这类投资者如果是8月份高位冲进去的，损失会十分惨重；有一些比特币的投资者会准备长期持有，就算砸手里也不卖；有一些可能会找线下场外交易；还有一部分投资者会去参与国际市场，毕竟国外的交易平台并没有关停。不过肖磊同时指出，在现在的外汇管制和网络信息管理的政策框架下，去国外平台交易并不容易，而且交易的难度显著提高，毕竟比特币价格和汇率波动都很大。

北青报记者注意到，尽管业内人士普遍支持加强对虚拟货币交易平台的监管，但并没有人认为比特币会消失。北大光华管理学院教授刘晓蕾指出，比特币及以太币等虚拟货币起源于国外，并且在国外交易场所有相当大的交易量。更有日本、加拿大等国对比特币采取相当宽松的政策。鉴于比特币等加密货币的去中心化的点对点的交易特性，取缔比特币既不现实，也不可行。

In response to the follow-up development of the Bitcoin trading platform, central bankers said: “Betco is a globalized block chain asset that can be traded abroad or underground, and therefore it is difficult to ban it altogether, but it is true that transactions in virtual currency should be further regulated.”
因此，即使比特币交易平台被叫停，拥有比特币的人还可以在场外进行个人之间的交易。北青报记者注意到，火币网和OKCoin币行的公告中都给了投资者一颗“定心丸”。火币网表示，监管机构并没有宣布比特币本身非法，也没有禁止用户和用户之间的点对点交易，如果有关报道属实，在中国持有和交易比特币依然合法，大家不用过度恐慌，持有的比特币仍然可以以点对点的方式进行交易变现，火币网也将持续为用户提供合规的交易服务。OKCoin币行也提出，该报道提到监管机构并没有宣布比特币本身非法，也没有禁止用户和用户之间的点对点交易，如果该报道属实，OKCoin币行将停止目前的比特币对人民币的交易，转型为数字资产点对点交易的信息平台。
