On 22 December 2020, at 9 a.m., the Kunming City Council and the Kunming City Council took the lead in research work at the Yunnan District Block Chain Centre.

此次调研活动，领导们首先参观了阿里巴巴、云南云链未来科技有限公司、云南坤艮盈科技有限公司、云南开屏信息技术有限责任公司这4家企业。
The event began with a visit to Ali Baba, Yunnan Cloud Chain Future Technology Ltd., Yunnan Kunang Science and Technology Co. Ltd. and Yunnan Open Information Technology Limited, four companies.
其中我CECBC区块链专委会副秘书长、云南坤艮盈科技有限公司董事长段竣译在讲述了自属企业发展情况和区块链教育培训情况以后，对云南省区块链人才教育培养的困难性作出了反应，并对区块链教育发展在云南的可能性作了简要分享，希望云南发展区块链产业可以从教育开始为抓手，对应云南本土的经济情况、人才情况作为重点聚焦，加大力度吸引外部的区块链高端人士入驻云南，努力对云南本土人才进行区块链二次教育，创造云南省区块链的人才培养氛围，建立云南省自己的区块链人才队伍，共同支撑云南省区块链中心的区块链技术发展和产业发展。
Among them, I, the Under-Secretary-General of the CECBC Block Chain Commission and the Chairman of the Board of Directors of the Yunnan Quingun Science and Technology Company Ltd., who completed the presentation of their own business development and the training of the chain of education, responded to the difficulties of developing talent in Yunnan Province block chain education and shared briefly the possibilities of developing the chain of education in Yunnan, hoping that Yunnan Development Blocks industry could begin as a catch-up from education, responding to the economic situation in Yunnan mainland, focusing on human resources, and increasing efforts to attract external high-level members of the chain in Yunnan, working on the secondary education of Yunnan mainland talent in the chain of education, creating a culture of human development in Yunnan subdistricts, creating its own block chain of talent in Yunnan Province, supporting the district chain of Yunnan district centre with technical and industrial development.
今年云南省区块链中心自3月15日挂牌以来，中心的多家入驻企业都积极响应云南省政府、云南省发改委、五华区委区政府、五华区科技产业园管委会的号召，在各个领域都积极努力的开展区块链的相关工作，比如科研项目、区块链应用场景项目、区块链人才教育项目都有开展，并深根钻研。以上四家典型企业都分别向领导们作出了现阶段自属企业内的项目进展以及展示了自属区块链事业的发展成果和情况。参观完毕后，在朱燕副主席的带领下，相关领导们都针对每一家区块链企业给出了很高的评价，并结合着每一家展示企业给出了相应的指导性的建议和要求。
Since its inauguration on March 15, this year, many of the Centre’s firms have responded positively to the call of the Yunnan provincial government, the Yunnan provincial development and reform committee, the Fifth District Council of China, and the Fifth District Board of Science and Technology Industry and Parks of China, and have been working actively in various areas to carry out sector-related projects, such as scientific research projects, sector-chain application projects, and block-chain education projects. Each of the four typical enterprises has made progress in its own projects at this stage, as well as demonstrating the results and performance of its own sector-link project.
随后部分区块链典型企业在五华科技产业园管委会的安排之下，与此次来调研云南省区块链中心领导们，有了一个面对面座谈交流的机会。
This was followed by an opportunity for face-to-face discussion with the leaders of the Centre for the Study of Block Chains in Yunnan Province, organized by the Five China Technology Industry Parks Board.
会上首先是五华科技产业园管委会副主任董锦元，向朱燕副主席等相关调研领导们介绍了省区块链中心的成立原因、打造省区块链中心的初心、中心响应中央及省里的号召，自三月份以来所做的工作，以及省区块链中心的三年目标，目前所遇到的困难和瓶颈。
The meeting began with a presentation by the Deputy Director-General of the Five-China Science and Technology Industry Parks Board, Jin Yuan, to relevant research leaders, such as Vice-President Zhu Yan, on the reasons for the establishment of the provincial block chain centres, the initial thrust of the building of the provincial block chain centres, the work done by the centres in response to calls from the central and provincial levels since March, and the three-year objectives of the provincial block chain centres, which present difficulties and bottlenecks.
随后云南省区块链产业联盟副秘书长、云南云房信息技术有限公司董事长王立国向各位领导们汇报了从三月份中心成立以来加入联盟的企业数量、及相关企业发展情况。也提到了部分省区块链中心自研的区块链应用场景项目，比如房产证上链等。朱副主席以“2020年房产证办证复杂、办证难”的提案问题与之展开了讨论与学习。随后阿里巴巴对云南区块链生态作出了一些展望性的发言；
Subsequently, the Deputy Secretary-General of the Yunnan Blocks Chain Industry Union and the Chairman of Yunnan Clouds Information Technology Limited, Wang Ligang, reported to the leaders on the number of businesses that had joined the Alliance since the establishment of the Centre in March, as well as on the related business development. Reference was also made to some of the block chain application projects developed by the provincial block chain centres themselves, such as the chaining of property certificates. Vice-President Zhu discussed and learned from the proposal for a “mutual certificate in 2020 complex and difficult” property certificate.

Undersecretary of the Kunming City Council, Chen Zhenwu, Deputy Secretary-General of the City Council, Yang Wuzheng, and Deputy Procurator General of the Municipal People's Procuratorate, Deng Shuiun, made development and work proposals to the district chain centres in Yunnan Province, respectively;
最后朱燕副主席对于来到省区块链中心调研的感受作出了总结，她阐述了市政协、民革昆明市委对于云南省发展区块链产业的高度重视，分享了今年到杭州调研工作的经历，从外省发展区块链与我省打造区块链的不同角度和政府支持力度作出了详细的叙述，从昆明市近几年人口增长和增长质量的问题上，指出了我省高端人士的稀缺性，高原城市不容易留住人就应该把服务做得更好，从而吸引更多的人才愿意留在昆明。政府更好的服务好企业，让企业有生意可做，才能够使企业在云南发展有归属感。
In conclusion, Vice-President Zhu Yin summarized how she had come to the provincial block chain centre, describing the importance that the Municipal Council and the city council attached to the development of block chain industries in Yunnan Province, sharing the experience of the research in Hangzhou this year, giving a detailed account of the different angles of the development block chain in the provinces and the level of government support in my province, and pointing to the scarcity of people in Kunming City in terms of population growth and the quality of growth in recent years, and the fact that high-end people in my province should be better served in highland cities, thereby attracting more people to stay in Kunming.
她呼吁所有来自各个单位、领域的政协委员、民革委员们都回去大力呼吁、宣导我们省区块链产业发展的必要性和紧迫性，应该跟进昆明市的区块链相关政策快速落实，同时也希望来云南发展区块链的所有企业都可以与昆明市政协对接，提出想法和困难点，上报文件，让政府知道市场、行业痛点，从而做出反应，政协马上在明年初就会举行省两会、市两会，这将会是所有云南省、昆明市政协委员们都高度关注与重视的一个提案聚焦点，政府和企业应共同努力，一起把我们的“高原区块链”推上区块链行业的应用高地。
She appealed to all the agencies, the CPPCCs in the field and the CDPs to come back and advocate for the need and urgency of the development of the sector chain in our province, to follow up on the fast-track implementation of the policy relating to the block chain in Kunming City, and hoped that all enterprises coming to Yunnan Development Zone would be able to interact with the CPPCC, present ideas and difficulties, report documents and make the Government aware of the market and industry pains and respond. The CPPGC would soon hold two provincial and city meetings early next year, which would be the focus of a proposal to which all the Municipal Councillors in Yunnan and Kunming would attach great importance, and that the Government and enterprises would work together to promote the high ground of our “highland sector” chain industry.
